 ► ESPP Components - Small Grants and Direct Intervention:

Project Objectives

·              Contribute to the government efforts in poverty and unemployment alleviation.

·              Contribute in improving the livelihood standards and increasing income through encouraging the establishment of productive income generating activities in the targeted areas.

·              Create job opportunities for the unemployed and less fortunate individuals in the targeted areas

·              Contribute to the Governmental Social Societies' efforts through encouraging the self-dependent and employment activities instead of undignified culture and external aids.

·              Create expandable development spots in rural; Badia and other out- reach areas that are neglected by the private sector.

·              Contribute to the governments efforts in the immediate practical solutions for constrains with priority.

 Components:

The program has two major components:

·        Small Grant Projects

·        Direct Intervention Projects

The program depends on the following principals:

·              supporting the establishment of projects that consider the social and economic aspects, as well as contributing in poverty and unemployment alleviation;

·              diversifying projects and utilizing the available resources in poor areas, also developing the capacity of individuals to create a sustainable development process that meets the local community interests;

·              providing technical assistance and the necessary knowledge to expand skills of target beneficiaries;

·              considering gender issue in the development process through increasing the involvement of women that will enable them to take crucial part in the social and development process;

·              responding directly to the government's urgent needs and requirements that may serve the development process adopted by the government

Executing Agencies

The projects are executed through Governmental Institutions, profit, and non-profit NGO's:

·   Governmental Institutions: represent different ministries and Universities.

·   NGO's :     

o  Profit NGO's : represent registered cooperatives

o  Non-profit NGO's: represent different charitable and social societies in addition to the Municipalities.

 

Operation and Management

Stage one:                Planning and Funding. 

·   submitting the applications;

·   meeting the applicants to explain the selection criteria;

·   evaluating the feasibility studies;

·   conducting field visits to the potential target areas;

·   preparing the logistic documents and getting the Ministry of Planning and International Cooperation's approval;

·   presenting the results to the funds allocation committee;

·   signing the agreement

Stage two:            Implementation.

·  form a local management committee (from the beneficiaries) in addition to a tender and procurement committee (from the project) which are responsible for executing the project items;

·  accept the financial claims, audit them and award it according to the regulations;

·  Conduct regular field visits to the project locations to monitor and evaluate the progress of the activities.

  Stage three:        Monitoring and Evaluation:

Upon receiving the final reports, the monitoring and evaluation phase starts which depends on the reporting and field visits.
