 Others - Training and Employment Support Project (TESP)

Objectives

The main objective for the Training and Employment Support Project (TESP) :   create a new training approach based on the local labor market needs (demand driven training) in order to enhance the capabilities of the local labor force (the unemployed poor) to meet the market needs and encourage the employers to have more faith in the local labor.

1.     Short run objectives : pilot test the demand for, and the effectiveness and efficiency of, an employer – based Training Fund.

2.     Long run objectives :  assess the need and requirements for short, in service training, evaluate its effectiveness and efficiency when delivered by public and private providers, and provide recommendations for future public funding of training that would reach the poor and increase competition in the supply of skills and reduce the costs.  

Operation and Management

TESP was one of the major components of the Social Productivity Program (SPP) in the Ministry of Planning and International Cooperation, it was a three year pilot project managed by a project implementation unit reporting to the Minister of Labor.

Components:

·         Pilot training fund.

·         Monitoring Studies and Evaluation.

·         Project Implementation Unit.

Achievements

Through the training provided by the project, TESP played a substantial role in poverty alleviation by transforming the un-employed, targeted group, into productive, income–generating citizens.
